Harmon (Seagal), a CIA/DEA enforcer investigating Arab terrorists captured in Mexico, is asked to help stop a plot that would bring deadly weapons and insurgents into the United States. He agrees, but only if he can bring his own team. Along with a seductive FBI agent named Zara Hayek (Dallender) and spy-drone pilot Matthew Sharp (Wong), he flies to Istanbul. There, they discover that the extremists are planning to use Sonora drug-smuggling routes to sneak fighters into the United States. Facing off against two savage forces, the team members risk their lives to prevent an invasion.
