Ted Billings (Glenn Morshower) is a corrupt businessman who sets up a deal to sell a high-tech laser weapon to a gangster named Kilmer (Jeff Speakman), but Billings double-crosses him, and Kilmer sends the entire Latin mob after him for revenge.
