Dets. Terry Monroe (Skarsgård) and Bob Bolaño (Peña) are partners and the most corrupt cops in the city of New Mexico, who set out to blackmail and frame every unfortunate criminal they come across. In order to make money for themselves, the pair intimidates criminals into doing their dirty work, selling drugs and weapons. They run into trouble when they attempt to bully someone more dangerous than even they are: Lord James Mangan (James). With their money gone, they must hunt down Mangan and steal it back without getting themselves killed.
