Chief constable Richard Miller believes London's police force needs a revamp of its public image, and he thinks he has something that will do the trick: American Liz Garvey. A veteran of the new-media industry, she is given the task of revolutionising the force's PR department. The job is even tougher than it first seems when an outbreak of violence erupts. Miller, meanwhile, comes under attack from Deputy Mayor Grant Delgado as tensions rise between the police force and City Hall.
