While investigating the case, the team finds an unexpected link between Jo Yeong-guk -- the ultimate target -- and Seowon's mayor. When his team suffers casualties, Je-mun calls for Jo Yeong-guk's arrest -- at any cost. As Je-mun prepares to conclude Jo Yeong-guk's case, an even worse enemy threatens to thwart his plan.
