It's 1914 and millions of men have shipped off to fight in the Great War, but some men have stayed behind. Three of the men who didn't go are in sleepy English village Rittle-on-Sea - Cecil, George and Bert. Cecil would be willing to fight in the war but is physically unable to because he has flat feet. Pacifist teacher George, on the other hand, is fundamentally opposed to the war and has no intention of being a part of it. And Bert? Well, he's pretty much oblivious to what's going on. An unscrupulous cad, Bert should be in the army and does not have a legitimate reason not to be. Staying behind doesn't help the guys' popularity with the women - including Cecil's sister, Agnes, and George's increasingly embarrassed fiancee, Winky - who lump them all together as cowards.
