A car carrying Prime Minister Shigeru Tonomura gets into an accident at night. Suspicion about the car accident soon arises. Hiroki Nakano (Naohito Fujiki) is the senior secretary for Prime Minister. He is busy responding to the uproar over the car accident. A man named Kenichi Shitara (Toshiaki Karasawa) approaches Hiroki. Kenichi is a mysterious figure who is known as Fixer. He deals with issues that can't be solved by the police or the law.
