Regardless of what the title may suggest, `Phil Spencer: Secret Agent' is not a spy programme. Phil Spencer is no James Bond. He's a property expert who's on a mission to get Britain's stagnant housing market moving once again ... one house at a time. Spencer helps homeowners across the U.K. who are trapped in homes that they are unable to sell. In each episode, Spencer targets one hard-to-sell property and tries to help the owner sell it. But before meeting the homeowner, Spencer assesses the property, as if he were a potential buyer, and researches the local area and housing market to gauge what a fair asking price is for the property. He then surprises the homeowner and provides his opinions -- good and bad -- about the property, as well as his thoughts on what needs to be done to the home in order to get it sold. Phil then tries to drum up buyers and arranges an open house with the ultimate goal of the homeowner cutting a deal with a buyer.
